Scott P. Moore represents public and private sector clients in state and federal employment and fair housing matters. His employment practice focuses on defense of employment discrimination, wrongful termination, retaliation, and public policy claims. Scott was the Deputy Chief of the Employment Litigation Section of the Civil Rights Division in Washington, D.C. from 2002 to 2003. As Deputy Chief, he led the Justice Department’s Title VII enforcement against state and local governments, which included pattern of practice cases as well as individual charges referred to the Department by the EEOC.

Scott is widely recognized as a national expert in housing law and litigation. He represents individuals, developers, property management companies, nonprofit associations, real estate agents, architects, and engineers in all fair housing and public accommodation matters. Scott is a former senior trial attorney with the Housing and Civil Enforcement Section of the U. S. Department of Justice. While at the Justice Department, he served as lead counsel on some of the largest pattern or practice cases brought by the United States under the Fair Housing Act.

Scott also provides fair housing, ADA, and Section 504 training across the country to housing providers and national organizations. He also provides training and preventative representation of the affordable housing industry with a particular emphasis in Rural Development 515 multifamily and HUD housing as well as the Low Income Housing Tax Credit program. Scott works with Fair Housing Solutions to create an ongoing series of fair housing and Rural Development 515/3560 training courses which are available live or on-line. He also serves as a legal specialist for the U.S. Department of Housing and Urban Development’s Fair Housing Accessibility First program.

Since 2009, Scott has been selected by his peers for inclusion in The Best Lawyers in America® in the fields of Employment Law, Labor Law, and Litigation and has been listed in the Great Plains Super Lawyers (©2013.) He was also recognized in the Lawyer Spotlight by the American Bar Association Commission on Mental and Physical Disability Law.

Scott is married and the father of twin daughters. He is an avid wheelchair racer and handcyclist and serves on the Board of Directors of Community Alliance and the AllPlay Foundation.

Colleen M. Fisher has served as the Executive Director of The Council for Affordable and Rural Housing (CARH) since 1996. CARH represents the interests of over 300 companies that are involved in the building, development, financing, management and ownership of housing in rural areas across the country.

Prior to joining CARH, Ms. Fisher served for four years as Industry Relations Manager in the Resolution Trust Corporation’s (RTC) National Marketing Department in Washington, D.C. She was the principal liaison between the RTC and the various national real estate and financial services trade association groups and their members, and played a major role in the development of complex marketing campaigns which resulted in the sale of over $395 billion in real estate and loans throughout the country.

Ms. Fisher was Vice President for Government Relations for the National Apartment Association (NAA) from 1983-1991. She worked on major legislation that impacted the multi-housing industry in the tax, environmental and financial arenas. She was a Majority Professional Staff member on the United States Senate Appropriations Committee, where she worked for former Senator Jake Garn (R-UT) on the HUD-VA and Independent Agencies Subcommittee. Ms. Fisher began her career in Washington as a Legislative Assistant for former Senator Richard S. Schweiker (R-PA).

Ms. Fisher serves on the board of directors for the National Affordable Housing Preservations Associates, Inc. (NAHPA), a national nonprofit dedicated to promoting the long-term preservation of rural housing properties throughout the United States. She is a former member of the Advisory Board for the Housing and Development Reporter (HDR) and Fannie Mae’s National Housing Advisory Council. She is a member of the Board of the Fredericksburg Festival of the Arts Council in Fredericksburg, Virginia.

Matt Rayburn is the Deputy Executive Director and Chief Real Estate Development Officer for the Indiana Housing and Community Development Authority (IHCDA). In this position, he oversees IHCDA’s Real Estate Development department to ensure resources are used to accomplish agency priorities while complying with Federal and State regulations. This includes allocation and compliance oversight for the Low-income Housing Tax Credit, TCAP, HOME, Community Development Block Grant (CDBG and CDBG-D), Housing Trust Fund, Indiana Affordable Housing and Community Development Fund, and Housing Choice Voucher programs as well as planning, training, and technical assistance for the Indiana Supportive Housing Institute and other supportive housing initiatives. Matt is also the lead for IHCDA’s disaster recovery efforts and is designated as the State Disaster Housing Manager responsible for working with the Indiana Department of Homeland Security on planning committees and recovery efforts. Matt joined IHCDA in 2008 and previously held the positions of Deputy Director of Compliance and Asset Management, Compliance and Asset Manager, and Multi-Family Monitor.

Matt serves on the Housing Credit Certified Professional (HCCP) Board of Governors and on the National Compliance Professional (NCP) and Affordable Housing Association of Indiana (AHAIN) advisory boards. He is also a Steering Committee member for the Back Home in Indiana Alliance, an organization dedicated to increasing the availability of affordable and accessible housing for persons with disabilities throughout Indiana.

Matt holds the HCCP, NCP-E, SCS, TCS, and TaCCs industry certifications and a B.A. in Political Science from Hanover College. He has also completed training programs related to HOME, CDBG, project development, and disaster recovery.

Brenda Shaffer has been with USDA Rural Development (RD) for 11 years. She currently is a Multi-Family Housing Technician in the Muncie Office. Brenda began her career at RD in Single Family Housing and soon switched to Multi-Family Housing. She truly loves working in Multi-Family Housing because she enjoys being able to help others with their housing needs.

Previously she was employed as an Office Manager and Loan Originator for a manufactured housing dealership. In that position, she had a connection with RD as a retailer and doing construction loans for the dealership.

Brenda has two children, a daughter and a son that has passed away, a daughter-in-law and 2 grandchildren. She is active in Special Olympics in Grant County with her daughter. She has coached and assisted athletes to the State Games in Terre Haute for over 20 years. Her experiences in working with the disabled has helped her to become familiar with the issues and needs they face on a daily basis. She is also involved in the Veteran’s Stand Down in our area. She believes that our Veterans are too important to be overlooked and they have a very important need for housing and other assistance.

Donna is a Multi-Family Housing Specialist working in the Columbia City, Indiana, area office. She started her career with USDA Rural Development, twenty-three years ago in the Auburn office, serving as a Single Family Housing Assistant. Donna was then re-assigned to the Albion office, and eventually offered a position in the Columbia City office, serving as a Multi-Family Housing Technician and more recently a Multi-Family Housing Specialist.

Throughout the years, Donna and her husband Doug, have remained in their hometown of Garrett, Indiana. They have four children and five grandchildren. Donna has served her community as a 4-H Leader, her church as a Children’s Sunday School Teacher, and was a member of the Model Home Extension Club of Auburn for many years. Her hobbies include reading, swimming, and biking, and she loves spending time with and helping family members.
