{"id":30996,"date":"2025-08-06T12:55:20","date_gmt":"2025-08-06T16:55:20","guid":{"rendered":"https:\/\/www.carh.org\/?p=30996"},"modified":"2025-08-06T13:00:20","modified_gmt":"2025-08-06T17:00:20","slug":"fhfa-expands-americas-affordable-housing-supply-in-rural-and-underserved-communities-2-senate-passes-fy-2026-agriculture-appropriations-bill","status":"publish","type":"post","link":"https:\/\/www.carh.org\/fhfa-expands-americas-affordable-housing-supply-in-rural-and-underserved-communities-2-senate-passes-fy-2026-agriculture-appropriations-bill\/","title":{"rendered":"FHFA Expands America\u2019s Affordable Housing Supply in Rural and Underserved Communities; 2) Senate Passes FY 2026 Agriculture Appropriations Bill"},"content":{"rendered":"<p><strong>CARH\u2019S BROADCAST E-MAIL \u2013 Regulatory Alert and Legislative Update<\/strong><\/p>\n<p><strong>August 6, 2025<\/strong><\/p>\n<p><strong><u>Regulatory Alert<\/u><\/strong><\/p>\n<p>On August 5, FHFA issued a <a href=\"https:\/\/www.fhfa.gov\/news\/news-release\/consistent-with-the-one-big-beautiful-bill-u.s.-federal-housing-expands-americas-affordable-housing-supply-in-rural-and-underserved-communities\" target=\"_blank\" rel=\"noopener\">Press Release<\/a> entitled, <em>Consistent with the One Big Beautiful Bill, U.S. Federal Housing Expands America\u2019s Affordable Housing Supply in Rural and Underserved Communities<\/em>.<\/p>\n<p>According to the press release, with the passage of One Big Beautiful Bill (see <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/4121\/text\">CARH\u2019s July 8, 2025, Broadcast Email<\/a>), Fannie and Freddie can together now deploy $4 billion each year in support of the affordable housing tax credits \u2014 half of which will be reserved for difficult to serve LIHTC markets and at least 20% of that half will be Duty to Serve Rural Communities.<\/p>\n<p><strong><u>Legislative Update<\/u><\/strong><\/p>\n<p>In CARH\u2019s <a href=\"http:\/\/www.carh.org\/fy-2026-funding-bills-for-the-department-of-housing-and-urban-development-and-the-united-states-department-of-agriculture-advance\/\" target=\"_blank\" rel=\"noopener\">Broadcast Email of July 31, 2025<\/a>, we reported that the full Senate would likely begin consideration of <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/2256\/text\" target=\"_blank\" rel=\"noopener\">S. 2256, the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill for FY 2026<\/a>, after the August recess. In a surprise move, the Senate on the evening of August 1, prior to recessing until after Labor Day, passed a \u201cminibus\u201d appropriations bill combining funding for Military Construction-Veteran\u2019s Administration (VA), the Legislative Branch, and the United States Department of Agriculture (USDA). This \u201cminibus\u201d bill is the first appropriations bill for FY 2026 to pass the Senate. No changes were made to Rural Development\u2019s housing programs as CARH reported in our July 31 Broadcast Email. There were two votes taken on the bill: the Military Construction-VA and Agriculture sections passed by a vote of 87-9; the Legislative Branch vote was 81-15.
