{"id":30857,"date":"2025-06-30T11:55:02","date_gmt":"2025-06-30T15:55:02","guid":{"rendered":"https:\/\/www.carh.org\/?p=30857"},"modified":"2025-06-30T13:24:00","modified_gmt":"2025-06-30T17:24:00","slug":"revisions-to-the-calculation-of-annual-household-income-and-net-family-assets-in-the-section-515-rural-rental-housing-and-section-514-516-farm-labor-housing-programs","status":"publish","type":"post","link":"https:\/\/www.carh.org\/revisions-to-the-calculation-of-annual-household-income-and-net-family-assets-in-the-section-515-rural-rental-housing-and-section-514-516-farm-labor-housing-programs\/","title":{"rendered":"Revisions to the Calculation of Annual Household Income and Net Family Assets in the Section 515 Rural Rental Housing and Section 514\/516 Farm Labor Housing Programs"},"content":{"rendered":"<p><strong>CARH\u2019S BROADCAST E-MAIL \u2013 Regulatory Alert<\/strong><\/p>\n<p><strong>June 30, 2025<\/strong><\/p>\n<p>In today\u2019s <em>Federal Register<\/em>, the Rural Housing Service (RHS) published a Proposed Rule entitled, <a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/06\/30\/2025-10306\/revisions-to-the-calculation-of-annual-household-income-and-net-family-assets-in-the-section-515\" target=\"_blank\" rel=\"noopener\">Revisions to the Calculation of Annual Household Income and Net Family Assets in the Section 515 Rural Rental Housing and Section 514\/516 Farm Labor Housing Programs.<\/a> The changes are to align RHS\u2019 annual income certification requirements with the Housing Opportunity Through Modernization Act of 2016 (HOTMA).<\/p>\n<p>According to the Proposed Rule, RHS proposes to amend its regulation \u201cto implement changes related to income calculation and net family assets for properties that receive funding from the Multi-Family Housing (MFH) Section 515 Rural Rental Housing and the Section 514\/516 Farm Labor Housing Direct Loan and Grant Programs.\u201d The following changes \u201care intended to align the MFH Rental Assistance Programs with the income and asset calculation updates, as required by HOTMA:<\/p>\n<ol>\n<li>Update <a href=\"https:\/\/www.ecfr.gov\/current\/title-7\/section-3560.153#p-3560.153(a)\" target=\"_blank\" rel=\"noopener\">7 CFR 3560.153 (a)<\/a> stating that annual income will be calculated in accordance with <a href=\"https:\/\/www.ecfr.gov\/current\/title-24\/section-5.609#p-5.609(a)\" target=\"_blank\" rel=\"noopener\">24 CFR 5.609 (a)<\/a> and <a href=\"https:\/\/www.ecfr.gov\/current\/title-24\/section-5.609#p-5.609(b)\" target=\"_blank\" rel=\"noopener\">(b)<\/a>.<\/li>\n<li>Add a new paragraph at <a href=\"https:\/\/www.ecfr.gov\/current\/title-7\/section-3560.153#p-3560.153(c)\">7 CFR 3560.153(c)<\/a> stating that net family assets will be calculated in accordance with <a href=\"https:\/\/www.ecfr.gov\/current\/title-24\/section-5.603#p-5.603(b)\">24 CFR 5.603(b)<\/a>.\u201d<\/li>\n<\/ol>\n<p>CARH is reviewing the Proposed Rule and, if necessary, may submit comments before the August 29, 2025, deadline.
