{"id":28684,"date":"2023-08-04T15:54:30","date_gmt":"2023-08-04T19:54:30","guid":{"rendered":"https:\/\/www.carh.org\/?p=28684"},"modified":"2023-08-04T15:54:54","modified_gmt":"2023-08-04T19:54:54","slug":"rd-important-information-about-health-coverage-for-tenants-in-usda-multifamily-housing-programs","status":"publish","type":"post","link":"https:\/\/www.carh.org\/rd-important-information-about-health-coverage-for-tenants-in-usda-multifamily-housing-programs\/","title":{"rendered":"RD: Important Information about Health Coverage for Tenants in USDA Multifamily Housing Programs"},"content":{"rendered":"<p><em>On August 4, 2023, Rural Development&#8217;s Office Multifamily Housing sent out the following information:<\/em><\/p>\n<p>USDA is encouraging Department-wide communication regarding health coverage for rural Americans.\u00a0 In partnership with you, our stakeholders, we are requesting your assistance in getting the word out on this important subject.\u00a0To advance the Biden-Harris Administration\u2019s <strong><a href=\"https:\/\/www.hhs.gov\/about\/news\/2023\/06\/12\/hhs-takes-additional-action-to-keep-people-covered-as-states-resume-medicaid-chip-renewals.html\">commitment<\/a><\/strong>\u00a0to ensure\u00a0access to high-quality affordable health coverage, your efforts will\u00a0<strong>help prevent tenants in Rural America from losing Medicaid and Children\u2019s Health Insurance Coverage Program (CHIP) coverage because of the end of the COVID-19 Federal Public Health Emergency (PHE)<\/strong>.<\/p>\n<p>Medicaid is a health coverage assistance program for children, adults, pregnant women, people with disabilities, and seniors who qualify due to their income status or other criteria. CHIP provides health coverage to eligible children through Medicaid and separate CHIP programs.<\/p>\n<p>Prior to the pandemic, states were required to renew coverage for people with Medicaid or CHIP coverage at least once a year, and to disenroll individuals who no longer qualified for coverage. In response to the outbreak of COVID-19, Congress took action to\u00a0ensure millions of people did not lose access to critical health care, including preventing states from terminating a person\u2019s Medicaid coverage, even if they were no longer qualified.<\/p>\n<p>Now that the Federal PHE has ended, federal law requires states to restart regular Medicaid and CHIP renewals. This means that over the next 12 months, everyone with health care coverage through Medicaid or CHIP will need to renew their coverage.<\/p>\n<p>We encourage you to support our collaborative efforts with the U.S. Department of Health and Human Services (HHS)\u2019s Centers for Medicare and Medicaid Services (CMS)\u00a0to help\u00a0prevent eligible tenants from losing Medicaid or CHIP coverage.\u00a0<strong>Here\u2019s what you can do:<\/strong><\/p>\n<ol>\n<li><strong>Publicly post<\/strong><strong>and distribute<\/strong>\u00a0The<strong>\u00a0<a href=\"https:\/\/www.hhs.gov\/about\/news\/2023\/06\/12\/hhs-takes-additional-action-to-keep-people-covered-as-states-resume-medicaid-chip-renewals.html\">Department of Health and Human Services (HHS) News Release on flexibilities to minimize coverage losses among children and families<\/a><\/strong>, for your tenant\u2019s awareness.<\/li>\n<li><strong>Encourage tenants who may be enrolled in Medicaid and CHIP to take the following actions:<\/strong>\n<ul>\n<li>UPDATE your contact information with your state Medicaid or CHIP agency.<\/li>\n<li>RESPOND to the Medicaid\/CHIP renewal form when it arrives to keep your coverage.<\/li>\n<li>PARENTS should respond even if you don\u2019t think you\u2019re eligible \u2013 your children could still be eligible!<\/li>\n<li>CONSIDER OTHER COVERAGE OPTIONS: If you are no longer eligible for Medicaid or CHIP, check if you can get coverage through your employer, through the Affordable Care Act\u00a0<strong><a href=\"https:\/\/www.healthcare.gov\/\">Marketplace<\/a><\/strong>at HealthCare.gov, or through Medicare.<strong>\u00a0<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Partner\u00a0<\/strong>with your state Medicaid agency to spread the word about renewals. You can find contact information on\u00a0your state Medicaid agencies\u00a0<strong><a href=\"https:\/\/www.medicaid.gov\/resources-for-states\/coronavirus-disease-2019-covid-19\/unwinding-and-returning-regular-operations-after-covid-19\/renew-your-medicaid-or-chip-coverage\/index.html\">here<\/a><\/strong>.<\/li>\n<li><strong>Utilize\u00a0<\/strong>CMS\u2019s Communications\u00a0<a href=\"https:\/\/www.medicaid.gov\/resources-for-states\/coronavirus-disease-2019-covid-19\/unwinding-and-returning-regular-operations-after-covid-19\/medicaid-and-chip-renewals-outreach-and-educational-resources\/index.html\"><strong>Toolkit<\/strong><\/a>(available in multiple languages, including\u00a0<strong><a href=\"https:\/\/www.medicaid.gov\/sites\/default\/files\/2023-07\/unwinding-comms-toolkit-07242023.pdf\">English<\/a><\/strong>\u00a0and\u00a0<a href=\"https:\/\/www.medicaid.gov\/sites\/default\/files\/2023-07\/unwinding-comms-toolkit-esp-07102023.pdf\"><strong>Spanish<\/strong>)<\/a><strong>\u00a0<\/strong>to execute the following:\n<ul>\n<li><strong>Remind\u00a0<\/strong>tenants you interact with over the phone about renewing their Medicaid or CHIP coverage and to update their address with their state Medicaid agency. See CMS\u2019s\u00a0<strong><a href=\"https:\/\/www.medicaid.gov\/resources-for-states\/coronavirus-disease-2019-covid-19\/unwinding-and-returning-regular-operations-after-covid-19\/medicaid-and-chip-renewals-outreach-and-educational-resources\/index.html\">toolkit<\/a><\/strong>for sample call scripts.\u00a0<strong>\u00a0<\/strong><\/li>\n<li><strong>Launch\u00a0<\/strong>a text messaging campaign to reach tenants who maybe on Medicaid or CHIP. See CMS&#8217;s\u00a0<strong><a href=\"https:\/\/www.medicaid.gov\/resources-for-states\/coronavirus-disease-2019-covid-19\/unwinding-and-returning-regular-operations-after-covid-19\/medicaid-and-chip-renewals-outreach-and-educational-resources\/index.html\">toolkit<\/a><\/strong>for sample text messages.<\/li>\n<li><strong>Promote\u00a0<\/strong>social media content and graphics from CMS\u2019s\u00a0<strong><a href=\"https:\/\/www.medicaid.gov\/resources-for-states\/coronavirus-disease-2019-covid-19\/unwinding-and-returning-regular-operations-after-covid-19\/medicaid-and-chip-renewals-outreach-and-educational-resources\/index.html\">toolkit<\/a><\/strong>on\u00a0your social media platforms, incl. Twitter, Facebook, Instagram, etc<strong>.<\/strong><\/li>\n<li><strong>Distribute\u00a0<\/strong>flyers at community events to remind tenants to renew their health coverage. Check out the CMS\u00a0<strong><a href=\"https:\/\/www.medicaid.gov\/resources-for-states\/coronavirus-disease-2019-covid-19\/unwinding-and-returning-regular-operations-after-covid-19\/medicaid-and-chip-renewals-outreach-and-educational-resources\/index.html\">website<\/a><\/strong>, Additional Materials and Resources section, for sample and fillable flyers to use.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Check out <\/strong>CMS&#8217;s &#8220;All Hand on Deck&#8221;\u00a0<strong><a href=\"https:\/\/www.medicaid.gov\/sites\/default\/files\/2023-06\/renewals-call-to-action.pdf\">Fact Sheet<\/a><\/strong>\u00a0additional calls to action for partners to help keep children and families covered.<\/li>\n<\/ol>\n<p>Together, we can make sure our communities have access to quality, affordable health coverage.
